A vicar is a holy person sent by the empire to lead you colonists in their prayers. They function as an Overseer with their own work crew, and will perform normal tasks such as hauling or farming. A vicar may be appointed by assigning an Overseer and Work Crew to a completed Chapel.
Vicars will lead colonists in prayer, which will create happy memories. However keep an eye out for corrupted vicars as they will promote Madness, and thus Cultism instead.
